House Returns to Session…Finally!
The state House returned to voting session on Monday for the first time since mid-December. It’s been a frustrating three months, as we have much to do on behalf of the people of this Commonwealth.
Why the delay? Majority House Democrats, who set the schedule, announced in early December the need to repair a significant water leak in the area above the chamber. They could have made other arrangements to allow us to do this very important part of our jobs during that repair, but they chose not to.
Of course, we still have been working on the issues that matter to you. The House convened for a non-voting session in the Main Rotunda in early February for the governor’s budget address, and the House Appropriations Committee subsequently held three weeks of hearings about the governor’s $48.3 billion plan, though we are still lacking quite a few details about his proposal. The House Republican Policy Committee also has been holding hearings in several communities, highlighting public safety, economic development, permitting reform and more. In addition to session, it was a very busy week as I welcomed visitors to the Capitol from the 199th District including the Cumberland Valley School District Cheer Team (six-time PIAA title winners of the Class 3A small division competition), Students for Life Action, and Middlesex Elementary. I also had the honor to speak at the Annual Cumberland County Farm Bureau Dinner during National Agricultural Week and participated in the Pennsylvania Rare Disease Advisory Council (PARDAC) and Life Sciences PA joint press event to celebrate Rare Disease Awareness Day, recognizing the estimated 1.2 million Pennsylvanians living with a rare disease. PARDAC presented the results of the Pennsylvania Rare Disease Needs Assessment Survey which you can view here.

Mentored Youth Trout Day 2024
Saturday, March 30, (8 a.m. to 7:30 p.m.) is the day set aside for youth to fish stocked trout waters listed for the opening day of trout season. You can be a part of making a young person a lifelong angler and lover of our natural resources by getting them started on Mentored Youth Trout Day (MYTD).
Eligible Anglers:
• Youth anglers need a Mentored Youth Permit OR a Voluntary Youth Fishing License from the PA Fish and Boat Commission and to be accompanied by a licensed adult angler to participate. With their license or permit, anglers can take a total of two trout (combined species) with a minimum length of 7 inches. Adult anglers are prohibited from possessing trout.
• Anglers 16 years of age or older are considered adult anglers and need a valid Pennsylvania Fishing License and a current Trout Permit.
• To participate on MYTD, anglers over 16 must be accompanied by an eligible holder of a Mentored Youth Fishing Permit OR a Voluntary Youth Fishing License from the Commission.
Guidance for mentors:
• Youth should be capable of fishing on their own, with limited assistance from mentors.
• Mentors should be fishing within a reasonable distance of actively fishing youth. This day is for mentors and their youth, and not designed for large groups of youth fishing, with minimal adult supervision.
• Commonwealth Inland Water regulations apply.
• Special regulation areas are not included in the program.
• It is unlawful to fish in waters designated as part of the Mentored Youth Fishing Day Program except when participating in the program.
Cost to fish on MYTD:
• The Mentored Youth Permit is free.
• The Voluntary Youth License is $2.97 ($1 cost + $1 issuing agent fee + $0.97 PALS transaction fee).
• Adult Anglers need an annual fishing license and current trout/salmon permit.
You can obtain the youth permit or buy the youth voluntary license at HuntFish.pa.gov or at a licensing agent. Note: Youth must have their own HuntFish.PA.gov account for their MYTD permit or license.

Concealed Carry Seminar at the Newville Fairgrounds April 11
You are invited to my Concealed Carry Seminar on Thursday, April 11, from 5:30-8:30 p.m. at the Newville Fairgrounds, 433 Shippensburg Road in Newville.
This is a great opportunity to learn about Pennsylvania firearm laws and ask questions of the experts. I encourage anyone who owns a firearm or is thinking of purchasing one to attend.
There will be a presentation about Pennsylvania’s concealed firearm laws by Firearm Owners Against Crime. The Cumberland County Sheriff’s Office will also be on-site to process Cumberland County residents’ concealed carry applications.
Cumberland County applicants will need:
• Cash, check or money orders in the amount of $20 with a completed paper application.
• Driver’s license with current address or change of address card.
The sheriff’s office can assist other county residents with their online application at the event, but they will need a credit card for the $25 fee ($20 application and $5 processing fee).

Report Potholes to PennDOT
While it’s always great to welcome the spring thaw, it also brings with it more potholes on our roads and bridges.
Extreme fluctuations in temperatures can contribute to more potholes on our roads.
To help combat potholes and prevent them from becoming a danger to vehicles and drivers on the road, you can report potholes to PennDOT. Simply call 1-800-FIX-ROAD or click here to file a report online.
