Barb’s Update
I met the U.S Army War College’s new commandant, MG Trevor J. Bredenkamp, on Monday. After four years of a federal/state/local relationship with MG David Hill, we are similarly blessed with a working relationship that will positively impact our community and carry on what was established more than 100 years ago.
Later in the day, I traveled to Harrisburg for legislative meetings. I was also invited to meet with former members of the Israeli Knesset (Israel’s parliament) and legislators from other states who had never visited our state Capitol, and who were there for a meeting in Hershey. It is always interesting to learn how other states and nations plan their legislative year, and how current events are impacting their schedules.
The state House will be in session this Sunday and Monday to work on the budget. We currently do not have a voting agenda. We MAY be taking up House Bill 1788, which deals with funding the Southeastern PA Transportation Authority (SEPTA) and passed out of committee Wednesday on a predominately party-line vote.

National Night Out
Thanks to everyone who stopped by the Carlisle Fairgrounds Tuesday evening for National Night Out. It was great to see so many people interacting with their neighbors and members of local law enforcement. Thank you to the many volunteers who made the event possible.

Celebrating Agriculture at Ag Progress Days
Penn State’s Ag Progress Days, the Commonwealth’s largest outdoor agricultural exposition, will be held next week, from Tuesday through Thursday, Aug. 12-14, at the Russell E. Larson Agricultural Research Center, 2710 W. Pine Grove Road in Pennsylvania Furnace.
The event is hosted by Penn State’s College of Agricultural Sciences and showcases educational programs, current research, and the latest innovations in agricultural equipment and technology. It features more than 400 exhibitors from the United States and Canada.
I will be attending both the agricultural luncheon and information session as well as the House Education Committee tour of the Penn State Student Veteran Center. This will be a great opportunity to explore Penn State’s initiatives in STEM education, workforce development and student veteran support.
Both parking and admission are free. Learn more here.

Saying Goodbye to our Summer Intern
Austin Myers is returning to his final year at Widener University Law School. I am grateful for the work he produced, his professionalism and work ethic. Austin produced a large prospectus for me on a new state school funding formula that would be seamless and easier to understand for all, and we presented it to Senate leadership this week.
Although we realize that feedback won’t be available until after the budget is complete, it was a deep dive into years of band aids applied to the current funding formula that are not working properly. Austin’s work will be used in the future and we were blessed to have him.

New Law Targets Drug Overdose Response
I recently voted in support of a new state law to enhance drug overdose reporting and response to combat this ongoing epidemic.
Act 18 of 2025 will ensure emergency medical services (EMS) providers are fully integrated into Pennsylvania’s overdose surveillance systems, enabling faster, more accurate data sharing across agencies. By improving real-time coordination, Act 18 strengthens our ability to respond to overdoses and save lives.
The law will take effect at the end of the year.

DMAP Permits Available Starting Monday
The third round of antlerless deer license sales kicks off at 8 a.m. on Monday, Aug. 11, which also marks the first opportunity for hunters to pick up their Deer Management Assistance Program (DMAP) permits.
DMAP permits are used to harvest an antlerless deer on the specific property for which the permit is issued. For some properties, DMAP permits are available to purchase directly, online or at an issuing agent, and hunters may purchase up to two permits per property. For other properties, a hunter must first obtain between one and four coupons from the landowner, then redeem them to purchase their DMAP permits.
Each DMAP permit costs $10.97 for residents and $35.97 for nonresidents.
According to the Pennsylvania Game Commission, antlerless deer licenses also remain available in most WMUs. When the third round of sales begins Monday, hunters who already have bought two antlerless licenses can pick up a third, or hunters who have not yet gotten a license can purchase up to three.
